Anthony L. Hinen

Accomplished senior leader with a documented history of bringing success to a variety of organizations with energy, enthusiasm & a servant leader style.

EXECUTIVE MANAGEMENT EXPERIENCE

Commander, 615th Contingency Response Wing, Travis AFB, CA (2006 – 2008)
Led a 700 person emergency management organization tasked to open and operate airfields under austere conditions. Provided world-wide natural disaster response, humanitarian assistance and wartime air base opening. Qualified Boeing C-17 pilot. On executive steering committee for Leadership Vacaville and Leadership Fairfield. Brigadier General Mark E. Stearns wrote in his evaluation:

  • #1 of 17 colonels across the 15th Expeditionary Mobility Task Force, fantastic commander and officer setting the worldwide standard for CRWs!
  • Grew [exercise] HYDRA from 300 Airmen/10 jets/88 sorties in 2007 to 1000+ Airmen/22 jets/300+ sorties in 2008--Air Mobility Command (AMC) Commander thrilled!

Director of Operations, Tanker Airlift Control Center, Scott AFB, IL (2005 – 2006)
Ran the Air Force’s 24-hour mobility operations center. Led a staff of 80; managed over 900 flights a day—a takeoff or landing every 90 seconds, solved operational, logistics and medical issues for flights operating around the globe. Senior decision maker; exercised operational control over 1,400 military and contract commercial aircraft. Major General Winfield W. Scott III wrote in his evaluation:

  • #1 of 8 senior controllers; quarterbacked Air Force’s largest Air Operations Center to success—Tony’s leadership made the difference!
  • Super State Dept / DoD coordination key to fabulously successful Lebanon NEO [evacuation]—delivered 13,000 U.S. citizens to safety
  • “Saved” Secretary of State mission to Iraq; Swiss refused entry—rerouted through France in time for meeting with Prime Minister

Vice Commander, 92d Air Refueling Wing, Fairchild AFB, WA (2003 – 2005)
Led a 3,393 employee airline; plus, management responsibilities for a town with a population of 10,000. Provided leadership to operations, logistics, medical, financial and support functions for 56 aircraft, $350 million in real property assets and an annual operating budget of $182 million. Ensured compliance with all state and federal environmental requirements. Won Washington Governor’s Award for Pollution Prevention & Sustainable practices. Won the Thomas P. Gerrity Award as the #1 logistics support organization in the Air Force. Qualified Boeing KC-135 pilot. Leadership Spokane graduate—voted by class to be graduation speaker. Lieutenant General William Welser III wrote in his evaluation:

  • Incredible acting Wing Commander! Directed 24,000 gallon fuel spill clean up; quick response prevented Notice of Violation—praised by state [of Washington]
  • Absolutely exceptional! Take-charge leader and visionary; my #1 pick for TACC Senior [Controller] to strengthen C2, Wing Command next!

Chief, Regional Plans Division, Air Force Headquarters, Pentagon, DC (2002-2003)
Led selectively manned, multi-disciplined air staff division. Developed Air Force position on operational plans and issues affecting U.S. national security objectives around the world. Provided politico-military analysis of current events and their impact on Air Force operations. Major General Michael C. Gould wrote in his evaluation:

  • Tony Hinen’s my MVP—brought him in as JROC [Joint Requirements Oversight Council] division deputy—performed so well, made him division chief of XO’s regional plans/issues team where he’s restored woeful manning, improved productivity and morale
  • Led development of transformational global basing concept to position Air Force forces in post-OIF [Operation Iraqi Freedom] environment

Deputy Commander, 6th Operations Group, MacDill AFB, FL (1998 – 2001)
Led an airline operation with 262 employees and 14 aircraft. Managed a 4,000-hour flying program and a $9 million annual operating budget. Managed a special VIP fleet within the organization that routinely shuttled the senior U.S. commander between the Middle East and the United States. Organized Air Force Super Bowl XXXV activities—CBS prime time special, NFL Players Party, Golf Channel charity tournament, and a first ever air parade that set Nielson ratings record for the Gasparilla parade. Air Force message delivered to 46 million—Air Force recruiting up 11% in February 2001. Qualified KC-135 instructor pilot. Leadership Tampa and Leadership Tampa Bay graduate. Brigadier General Arthur F. Diehl III wrote in his evaluation:

  • Upper echelon of 1%--Tony breeds success … turned every leadership project we handed him into gold!
  • I rate him #1 of 41 Lieutenant Colonels—Senior Service School/joint [duty] next … should be on every senior leader’s short list for command!

Commander, 55th Air Refueling Squadron, Altus AFB, OK (1996 – 1998)
Led a 600-employee flying training school; graduated 800 aviation students annually. Directly managed and maintained a $1.3 billion dollar fleet of 24 aircraft and a $21.6 million flying hour budget. Met or exceeded all quarterly student production goals. Executed over 2,300 sorties & 12,400 flying hours annually. Led directed downsizing of organization and outsourcing of aircraft maintenance; managed employee reduction from 600 to 225. Used TQM and Quality principles to increase pilot production by 30% while cutting overall costs—won Vice President Gore's Hammer Award for reinventing government. Qualified KC-135 examiner pilot. Brigadier General Christopher A. Kelly wrote in his evaluation:

  • Phenomenal Squadron Commander; led squadron to win wing’s 1997 Organizational Performance Award--#1 of 17 Altus squadrons!
  • Visionary leader; enthusiasm and energy clearly evident in squadron’s soaring morale and performance
